About this tool

JPG to PDF turns a set of photos into a single PDF document, with one photo on each page. It suits the jobs where a form or an office asks for “a PDF”, but all you have is pictures on your phone: photos of receipts for an expense claim, snaps of a signed form, pages of handwritten notes, or ID documents for an application.

Despite the name, it is not only for JPGs. It also takes PNG, HEIC (iPhone photos) in any modern browser, WebP, AVIF, TIFF, GIF, BMP, SVG and ICO. Camera RAW files are not supported.

The photos you turn into PDFs are often private — passports, bank cards, medical letters. AroraTools builds the PDF inside your own browser, so your photos never leave your device. There is no account, no watermark and no daily limit. Upright JPGs and PNGs go into the PDF exactly as they are, with no re-compression, so the pages look as sharp as the photos you started with.

How to use JPG to PDF

  1. Tap “Choose photos”, drag them onto the box, or paste a copied image with ⌘V or Ctrl+V on a computer.
  2. Check the order. Drag a row, or use the up and down arrows. Each photo becomes one page, in list order. Remove extras with ×.
  3. Pick a page size: “Same as photo”, “A4” or “US Letter”. For A4 and Letter, choose an orientation and a margin.
  4. Optional: change the name in “File name”.
  5. Press “Make PDF”, check the page previews, then press “Download PDF”.

Features

  • Add up to 100 photos at once: JPG, PNG, HEIC, WebP, AVIF, TIFF (first page), GIF (first frame), BMP, SVG and ICO.
  • A numbered list shows each photo’s thumbnail, pixel size and file size.
  • Reorder by dragging, or with arrow buttons on phones and with a keyboard.
  • “Same as photo” gives every page its photo’s shape, with the longer side as long as an A4 page (297 mm), so it prints at a sensible size.
  • A4 or US Letter pages can match each photo’s orientation, or be always portrait or always landscape.
  • Three margins: none, small (about 6 mm) or large (about 14 mm). Photos are centred and scaled to fit, never cropped or stretched.
  • Upright JPGs are placed byte for byte and PNGs losslessly, so there is no quality loss.
  • A preview of every page, drawn from the finished file, so what you see is what you download.
  • Progress is shown as the PDF is built.

Tips and good to know

  • The PDF ends up about as big as all your photos added together. If it is too large to email, compress the photos first or run the PDF through Compress PDF afterwards.
  • Use A4 with a small margin for documents that will be printed. Use “Same as photo” for a photo album that will only be read on screen.
  • Crop your photos before adding them if you want less background around a receipt or page.
  • Text in the photos is not turned into searchable text. The PDF holds pictures, so you can’t select or search the words.
  • If you press “Start over” before downloading, you’ll be asked to confirm, so you don’t lose the PDF by accident.

Frequently asked questions

Are my photos uploaded anywhere?

No. The PDF is made by your browser on your own device. Your photos are never sent to AroraTools or anyone else.

Is it free? Are there any limits?

It is free, with no sign-up and no watermark. You can add up to 100 photos at a time, as often as you like.

Does it work on iPhone and Android?

Yes. Pick photos from your gallery or files in Safari or Chrome, set the order with the arrow buttons, then make the PDF. The page needs the internet to open, but the work happens on your phone.

Can I use iPhone HEIC photos?

Yes, in any modern browser, not just Safari. If your browser can’t read HEIC itself, a decoder (about 2 MB) downloads once, with the first one. Each HEIC photo goes into the PDF as a high-quality JPG.

Why are some of my phone photos sideways in other tools?

Phones often save a photo sideways with a small note saying which way is up. This tool reads that note and turns the photo upright, then saves it as a high-quality JPG so the page is the right way round.

Will my photos lose quality?

Upright JPGs and PNGs are copied in unchanged, and TIFF and SVG go in as lossless PNG. Photos that need turning upright, and HEIC, WebP, AVIF, GIF, BMP or ICO files, are saved as high-quality JPGs (92%), with see-through areas turned white. Those over 16 megapixels are scaled down to fit, and still print sharp.

Which page size should I choose?

A4 is the standard paper size in Australia, the UK and most countries. US Letter suits the United States and Canada. “Same as photo” wastes no space around the picture and suits on-screen reading.
